Description

Attorneys within the Equity and Inclusion Division serve as counsel to various City departments, including the Civil + Human Rights and Equity Department (CHRED), the Department of Aging, the Department on Disability (DoD), the Youth Development Department (YDD), and the Workforce Development Division of the Economic and Workforce Development Department (EWDD). The Division also advises the City Councils Civil Rights, Equity, Immigration, Aging and Disability Committee, to which these departments report, as well as to several Brown Act and other organizations, such as the Commission on Civil Rights, the Commission on the Status of Women, the Human Relations Commission, the Innovation and Performance Commission, the Domestic Violence Alliance, and the Workforce Development Board. In addition to providing general counsel services, Division attorneys also develop expertise tailored to each clients unique mission, which aims to support some of the Citys most vulnerable communities and address policy issues. The Division collaborates closely with its clients, other departments, and colleagues throughout the Office to ensure compliance with anti-discrimination laws and promote equity and inclusion for all.

Duties And Responsibilities

The attorney assigned to this position will work closely with, but not exclusively for, the Workforce Development Division of EWDD in negotiating, reviewing and drafting grant related documents and ensuring compliance. The agreements may incorporate City, state, and federal requirements. The assigned attorney will also work closely with EWDD and the Workforce Development Board advising on various legal matters, including a ssisting with the substantial volume of contract and RFP matters for EWDD and the Workforce Development Board. The assigned attorney will staff and provide counsel during public meetings subject to the Brown Act and may also be required to appear before the City Council and oversight Committees. The assigned attorney will also provide guidance to all subcommittees of the Workforce Development Board, including the executive board, youth council, and other committees as necessary. They will serve as general counsel to the Department of Aging, including but not limited to negotiating, reviewing and drafting any grant related documents and contracts, and ensuring compliance with terms and conditions attached to the Older Americans Act (OAA) and the Older Californians Act (OCA) grant funding administered by the Department of Aging. For both EWDD and Department of Aging, the assigned attorney will assist the departments in ensuring that contracts and RFPs are legally compliant and conform to best contracting practices. The assigned attorney will also assist other Division attorneys in advising CHRED regarding its commissions, programs and initiatives, as well as with other duties as assigned by the Division supervisor.

Requirements

Applicants for this position must have a valid license to practice law in all courts within the State of California. Additional requirements include:

  • Experience in one or more of the Divisions subject matter areas;
  • Familiarity with the requirements of the Brown Act, California Public Records Act. and City Council Committee meetings and advising on legal issues (including Ethics and Conflicts of Interest issues).
  • Demonstrated ability to problem solve;
  • Demonstrated ability to deal with public officials, agency personnel and members of the public;
  • Demonstrated strong research and writing skills in complex areas of the law;
  • Ability to work efficiently and make decisions practically and independently; and,
  • Strong oral communication skills.

Desired Qualifications

  • Knowledge of federal and state grant programs, processes, and contracting.
  • Knowledge and experience in the area of local, state and/or federal anti-discrimination laws;
  • Knowledge of the City Charter, Brown Act, Public Records Act and conflict of interest laws;
  • Knowledge of the contracting laws and best practices;
  • Experience in drafting local ordinances;
  • Experience providing legal advice to public agencies and/or regulatory agencies, and public officials;
  • Admission to the United States District Court for the Central District;
  • Civil litigation experience; and
  • Desire to work with a relatively new, fast-paced, and innovative public-facing department.

City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location within the County of Los Angeles.

Probation

Appointment to this exempt position (non Civil-Service) will be subject to a two- year probationary period as required by Section 1050 of the City Charter. Successfully completing this probationary period will result in tenure with the office.

Classification
