Program Manager I - Probate

Office of the Probate Court Administrator

West Hartford

The State of Connecticut, Judicial Branch, Office of the Probate Court Administrator is seeking a Program Manager I – Probate, for its External Affairs department to manage, develop, and monitor programs, policies, and procedures critical to the operations of the Office of the Probate Court Administrator.

EXAMPLES OF DUTIES: Assists the Deputy Director of External Affairs in undertaking all aspects of the Department’s legislative and communications program, including drafting legislation and monitoring the status of bills; formulates and oversees the implementation of programs, policies and procedures affecting one or more assigned areas of responsibility; monitors program and policy compliance with statutes, rules, regulations, directives, program guidelines and goals and objectives of the Office of the Probate Court Administrator; performs quality control audits; provides technical and consultative services regarding programs including legal research; analyzes current operations and makes recommendations for improvement; responds to complaints from the public; conducts research and prepares and analyzes management reports to determine the impact on current policies and procedures; drafts written materials for presentations; assists with and conducts training in related areas; recommends solutions to problems in related areas; interprets statutes and rules of practice for application in program areas; develops programs and initiatives based on state-to-state surveys and best practices; may review and analyze legislative proposals and regulations; develops forms, manuals and other instructional materials; conducts site visits; serves on committees; performs related duties as required. 

Preference will be given to those candidates who are members of the Connecticut Bar.

Salary Range: $97,584 - $145,756 annually – plus State of Connecticut benefits.

New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING

General Experience: Nine (9) years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and statistical analysis, organizational analysis, or related field.  

Substitutions Allowed:


  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. 

 


  1. A Law degree or a Master’s degree in a related field may be substituted for one (1) additional year of General Experience.

Special Requirement: Required to have a valid motor vehicle operator’s license and a motor vehicle available for daily use.
